Our subsidiary, Xpress Software Solutions, also provides over 160 authorities with Xpress electoral software.

Electoral Registration Services

Over half of all Electoral Registration Officers use Electoral Reform Services' automated telephone, internet and SMS registration system; over four million households register through our system every year. Electoral Reform Services also provides canvass form design and printing and postal vote request form mailing services.

As the first organisation to offer an automated registration service, Electoral Reform Services has ensured that the system remains the leader in its field by providing clients with the following:

  • internet, telephone and SMS options;
  • an automated telephone service with 1000 lines;
  • a choice of telephone scripts with the ability to amend these further if required;
  • compatibility with all the major electoral software providers' systems;
  • a secure and monitored internet registration system;
  • bi-weekly updates and other interim reports as required;
  • a real-time reporting tool enabling review and confirmation of registrations; and
  • option to add in research module.

Election Stationery and Postal Voting Packs

Electoral Reform Services produces an extensive range of election stationery including postal voting packs, poll cards and ballot papers. These are used in parliamentary, European and local elections, including by-elections.

Postal voting stationery can be supplied as separate printed and personalised items or as part-filled packs. We also offer a full postal vote issue service including ballot paper enclosing.

Poll Cards, Ballot Papers and Pre-election Mailings

Electoral Reform Services is able to offer poll cards and pre-election mailings in a number of different formats for elections and by-elections. We produce a full range of ballot papers including normal and tendered polling station books and ballot papers for postal packs.

Our pre-election mailers are also available in a number of formats and we offer a response handling service for all replies.

Referendum Services

Electoral Reform Services has an unsurpassed history in the management of referendums for local authorities. Whether conducted by post, online, telephone or SMS, or a combination of these, we have been recommended and chosen by local authorities who need to gauge the opinions of their residents.

We have worked on some of the largest referendums in the UK, including the North East regional referendum and the Edinburgh Congestion Charge referendum, for which we were the sole suppliers. Other projects have included running mayoral and local issues consultative referendums, such as the Greater Manchester Transport referendum in 2008.

Business Improvement District Ballots (BIDs)

Having been appointed to assist with the first BID ballot run in the UK, Electoral Reform Services has subsequently undertaken more BID ballots than any other organisation and can therefore offer unique expertise in this field.

We can assist with all elements of the ballot process, from designing and producing suitable literature, to co-ordinating the ballot holder databases and handling all relevant enquiries.

Xpress Software Solutions is the UK market leader in the provision of electoral management software, supplying to over 160 local authorities. In 2008, Electoral Reform Services purchased a controlling share in Xpress Software Solutions in order to offer highly comprehensive services to all local authority clients.

Modern Mindset is a wholly owned subsidiary of Xpress Software Solution's. It's Modern.gov decision-management systems assist local government in their democratic duties.

Membership Engagement Services, offers a large number of complementary services. Of particular interest may be:

  • support with general civic engagement;
  • support with research;
  • support with youth parliament training workshops; and
